Most Japanese CLs with ASW do not have Limited ASW threat. Example: Agano, Yahagi, Yubari, Tenryu. Several of those are even older than Isuzu, so it seems we're breaking precedent to give it Limited ASW...
Can't really say much here; when you compare it to its peer at 13pts. Get flag lose some MG and R3, AWS limited;; swap Night fighter for Good luck; At 13 pts i see it as a non alcoholic beer;; why bother; can't see much interest; maybe at a point lower it would generate some kind of Build interest. Happy for all those that see something in it; I'm just missing it.

As others have said, really hard to justify that price. Yahagi has full ASW, better range-3 mains, Flag 1, and Flotilla Leader for 14 points. Agano is 13 and has full ASW, better range-3 mains, and Night Fighter.
Isuzu is not going to be a unit that is a high target of submarines--there are almost always better candidates. It is weak armored and easily vitalled with the lower-end LL line. You take this out by air or surface, not submarines. Good Luck simply does not have great value here.
Consider pricing it at 11 or 12 points. With the 3 armor and 3 hull, I lean more towards 12 points (assuming Limited ASW is taken off); a price which seems justified compared to Agano. That does put it at the same price as Hatsukaze, Shigure, and Yukikaze, but they offer a stronger package in other ways. The cruiser gets you more staying power, but fewer torps. The destroyers get you more torps (and other SAs) but less staying power. Depends on what you want.

Full ASW at 12 points and you have a winner I think. It will still be hard to pass up the R3 gunnery of Agano (and night fighter) for the additional point over this at 12, but that's how it falls sometimes. If you have to shave off a point, this at 12 is not a bad buy either.
It was converted to an AA cruiser in 1944 so I guess it depends what year we want to base the card on. Personally I think an AA cruiser might be a bit more interesting than another fairly generic IJN light cruiser.
Not only did it not get AA Specialist, it's overcosted and has an uncharacteristic "Limited ASW" that other IJN CLs do not. Can't see myself using it in its current iteration.
