Yeah, an IJN light cruiser of those. I have a feeling Tatsuta at least has no card anywhere in any personal deck etc. so that could swing it.
Going back to the Oyashio card we did and the long debate! about carrier escort and it eventually not getting it, I think Kasumi should be considered with either/or that and battleship escort. I always had this in my mind as a potential, during that thread.

I think at this games level of detail it would just be a repair ship. Mines + Repair + Forward Deployment had a few ways to use A slow, fleet train repairship had only one.
Going back to the UK subs shortlisted, I did notice that Starlings Capt. Freddy Walker' son was lost on Parthian, not long before the former himself. A double tragedy for that wife & daughter/mother & sister. That would be ironic if they were in the same deck...
Also I recently bought a book about HMS Urge from the grandson of Capt. 'Tommo' Tomkinson. He helped locate the wreck (2019) and solve the mystery of what happened to that revered sub/captain (I posted the thread on the forum at the time). I thought about asking him to come on here and urging (pun intended!) us to do a card but I thought that might be going a bit far!
But that definitely should be in the U class consideration bracket with Ursula etc.

HMS Wakeful; unmodified (no slow). Was sunk by German S-Boat S30 during operation Dynamo, while nominally tasked with convoy protection in the channel.
Bearing in mind Vampire torpedo line is higher than it ought be, i'd imagibe it might look like:

DRIVE OFF: Once per game, at the end of the Surface Attack phase, choose one Destroyer or Torpedo Boat this unit attacked this turn. The target must immediately move one sector away from this unit. If that movement isn't possible, you can't use this ability.
GUARD THE CONVOY: While this unit is in the same sector as a friendly Auxiliary unit, enemy units can't attack that Auxiliary unit until this unit has been attacked at least once in the same phase.
French Destroyer: Aconit, FFN Flower class that was flagship for Capture of Saint Pierre and Miquelon. Potential for forward deployment + destroyer leader/flag

Going for a V&W away from u boat operations could be an option, although obviously the most famous of these are from that category. I'll take a better look at some of these going forward but I don't see why those two abilities (drive off/Guard the convoy) couldn't be used on one of several different named units. A lot of these were used on east convoy duties where aircraft, E boats & mines were the main threats. Possibly a flavor SA could also be added for the sterling work they also did engaging enemy units(often over open sights) and then the evacuations they took part in from the hook of Holland to the bay of Biscay. Wakeful can definitely be improved, on as that was average at best compared to some others.
France: DDs Simoun, Valmy.
UK: Thinking back it wasn't Swiftsure that nearly made current/last deck with votes but Superb. SUB!
Japan: DD previously mentioned but they seem the one country with plenty of space for a second aircraft, yet we have a slight paradox here. Possibly a slot could be freed from Japan and utilized elsewhere if we are filling it for the sake of it.
