The answer can't be "the German navy in WWII doesn't deserve another cruiser." It has already been chosen by the group. And it can't be totally lame just because it is a 'what if.' That has also been argued and rejected a long time ago.
I admit I also don't care much for the concept of a "support cruiser." That sounds like a bookmark to me. What is it supposed to support? I tried some examples above and they evidently don't fit the concept.
In my experience all the existing German light cruisers are pretty bland and useless. I rarely use them. Gunnery is weak, torpedoes are weak, SAs are weak. Three of them with Mines! I think there is a lot of space here for a decent little cruiser if we don't get hung up on the "I don't want it to be good because it's a what-if" mentality. That horse left the barn a long time ago. Especially for the Kriegsmarine. Nor does it need to be a super-cruiser. Right now the Germans could just use a decent light cruiser IMO. But it's basic attack table is going to be on the lower side of a light cruiser. It will take a couple of decent SAs to make this playable IMO. If we are unwilling to do that then this is a waste of cardboard.
The main role of light cruisers in WWII was to lead and/or take on destroyers, and eventually to provide AA support. The concept of the "fast scout ahead-of-the-fleet" cruiser was made obsolete by aircraft by the start of the war.
The Royal Navy and the Regia Marina have at least one light cruiser with Escort Killer. I think it would be useful to have one here. Add Damage Control and we have a nice little destroyer brawler.
