Thanks for the comparison stats au! I think the problem here is what we are proposing is a "jack of all trades" that is good at nothing.
5AA vs 6 This is a big difference in practice. 5AA is good for an abort at best against most bombers of any type, and all but useless against fighters.
4/7 vs 5/8 armor - This is an even bigger difference IMO. 4/7 barely holds up against most ship and fighter AA values. The jump to 5/8 is a big one in game terms
The bomb attack is good for MTB's and maybe DDs.
The ASW attack is good for harassment, but will rarely actually damage most subs.

Make it expensive and usable instead of cheap and useless.

Spotter is it's main claim to fame, but only if it can survive. If we want to give this a cost of 8 or 9 then it definitely needs the "Stay Inconspicuous" SA I proposed to give it a decent chance of surviving to even be used IMO. I would hate to see us make the same mistake we made with the He-115 of fearing the attack so much we make it so it can almost never actually make an attack. The He-115 is lower cost for its vulnerability, and useless in practice.
