Definitely an much more interesting bomber now. I agree on the cost of 8. I don't think 9 though. The actual attack values are pretty weak. It is just very versatile now IMO.

I play a lot of night battles, so I tend to value SAs like Night Specialist a bit more than most. Worth noting that this plane will place successfully at a very high rate at night (on a 2+ as Patrol Bomber). The only other Patrol Bomber that I can recall with Night Specialist is the PBY Black Cat. Other bombers have gotten SAs like Night Bomber, but Night Specialist appears to have been saved for a very select few, which doesn't include planes like the Ju88, He111, Betty, B-25, B-26, Hudson, Beauford, etc. That's checked to a certain extent by the relatively low attack values, but at 4/8/1, this will be a pretty tough strafer against DDs, which this thing will be death to in night games.

Night Specialist is also on the He-115, but it is a very vulnerable aircraft. Even so, I think the low attack values on the Havoc keep it at a cost of 8 at maximum. You will have to spend some points on another unit (shadowing or something) to get its attack up to snuff I think.

I'm surprised by the low TT score. My own research suggested a higher value, like 2.
As for the Night Specialist SA, kind of surprised. Lots of patrol bombers performed more notably at night than this one, and PBs are already good at night...

It could only carry one torpedo. PB's with TT2 generally carry two torpedoes.

If it is to be a 1 torp, I would say either make it a alt attack or remove it completely. Lets focus on its role as a naval bomber. The most important ship sunk by Soviet air was on 16 July 1944. The Germain cruiser Niobe sunk by 4 A-20 bombers (with 7 standard bombs + 2 penetration bomb) The Soviets were looking the Väinämöinen but found and sunk instead this anti-aircraft cruiser. The attack was made up of Pe-2 and A-20s. Since Pe-2 has split the defenses already, how about we give the A-20 something like ASW Swarm

Well, that forces us to relook at the entire package because a gunnery (strafe) 4 with Expert Strafer has only minimal value if it has a permanent bomb attack. (Not necessarily a bad thing, but...) How about similar, but with the torpedo attack?
We already have this SA in the "Comb Attack." It was developed for the He-111, but I think it would be fine here. The concept is the same. I don't like renaming the exact same SA. And if an SA already exists then I don't think the name should prevent it from being used. KISS.

Note that it intentionally does not restrict you to attacking the same target, just any enemy target in that sector. This was done because one torpedo attack can frequently destroy a target (like DDs)
Something's gotta give though. Five SAs is too much. Excellent Endurance and is specification driven and I think it should stay. I suggest taking out Night Specialist. It can be useful, but not as useful as the others since it is scenario driven.

Alternate Payload 7 - Once per game, this unit can make a 7-dice Bomb attack instead of a Torpedo attack during the Air Attack phase

If we want to go with Squint's suggestion, then we would drop the strafe attack and expert strafer and add a permanent Bomb 7 attack. This seems like a very good configuration too! Plus I think MG 3 is more accurate for the 2X cannon armament.

I'd still prefer not to see Night Specialist on this unit. As a medium bomber in the same class as several other bombers like the Ju88, He111, Betty, B-25, B-26, Hudson, and Beauford, all of which were just as effective at night, I don't see why this plane should have a superior chance to place when none of those planes do. The standard 3+ placement roll all Patrol Bombers get is good enough on the A-20. 2+ instead of 3+ represents a significant improvement in placement opportunity at night (83% vs 67%) and this is a much more durable Patrol Bomber than the others that have Night Specialist.
While I agree the second version is cleaner, I'd prefer to see Expert Strafer retained instead of Night Specialist.
