Personally, I would suggest dropping the "Combined Attack" and reduce the cost. I think this is a bit overloaded. Expert Strafer, 2 TT attack, and a one-time Bomb 7 attack makes for a good all-rounder. It doesn't need the extra buff IMO. I would rather have that at 8 points. Also, without Light Defensive Armament this would not be a great value at 9 points IMO with a 4 armor. Yes, it does have 8 vital, but it will get aborted a lot. (It is correct to not have LDA.)

Whichever you prefer is okay with me. I just think it is overloaded and overcost as it currently stands. The problem with Combined Attack is it is a lot harder to trigger than Expert Strafer. You have to 1) have a Dive Bomber, and 2) have it attacking in the same sector.

Compared to the Ju88 and the Pe2, this feels overcosted to me. Combined Attack helps the torpedo attack value, but forces mixed groups, which depending on the targets, can be suboptimal. Personally, I'd drop the cost to 8 and leave it otherwise unchanged.

According to this site it had four in the nose, two dorsal and one ventral. That is a total of six. Technically that qualifies for Light Defensive Armament. But were the four in the nose meant as anti-aircraft guns, or were they for ground attack? It also says it could only hold one torpedo.
I playtested this unit and the combined attack was all but useless. Whenever I didn't use it as a strafer my opponent targeted it to avoid the combined attack from triggering since it was an easier target than the dive bomber. It seemed like a waste of 9 points, though as a strafer with other bigger threats it was able to get a couple of shots in at destroyers.
Additionally the unit carried a single 2000-lb naval torpedo... this shouldn't equal a 2TT stat in my mind.
I have to agree with Weeds that we should remove the combined attack and reduce the cost to 8, 7 if we also reduce the Torp to 1.

Soviet Loadout 6 X 12,7-mm ShKAS machine guns or 4 X 20-mm ShVAK cannon in nose, 2 X 12,7mm in tower. Both configurations were used for ground attack and as a heavy fighter (though usually at night)
Used a lot in night operations, something the soviets lack.
To muddy the waters further, according to the link below the A20C had a range of 2,400 miles. That qualifies it for Excellent Endurance (range over 2,000 miles.) That is considered a pretty "primo" SA if a bomber qualifies for it. Maybe that instead of Night Specialist? Or maybe all four. (Getting loaded again, but ED is a specification driven SA.)
Wow...EE is a nice add on. Definitely gives the PB more use. You'd likely see it Turn1, 2 and 4 which is a nice cycle. I'm good with all 4 or EE instead of NS.
Go with all 4. The Soviets need some love... The A-20 was a seriously versatile little bomber and could do a whole host of things. Honestly I think we need to do another variant. If the stupid Walrus idea doent pan our, we can make a RN A-20 with Skip Bomb. That would be awesome and something missing in the fleet...
