The logic for bristling with guns is that the Izmail had 24 secondaries, but they were in barbets restricting to 12 a side. So the choices were
1 Give it on inflated secondaries line, 8/7/6 or something.
2 Stats for just 12 secondaries, 6/5/4 and give it bristling with guns.
3 Stats for secondaries and tertiaries. 6/5/4 and 5/4/3 or something like that.
I think the thought for BWG was to force the unit to uses its secondary(ies) attacks on two different units and not concentrate it on one enemy. The fear of the inflated line (1) that trying to count all 24 at once could give an attack that was too high for 5.1 guns. And the argument against secondaries and tertiary was that it could use both against the same target. SO BWG is actually a restriction when compared to a second and third attack line.
I'm thinking a similar combination of secondaries and AA to the surviving battleships. With a refit, some of the secondaries would be removed. Some modern dual-purpose guns would be added. The Soviets had 76mm and 100mm DP guns for their BBs and cruisers. Which would Izmail get? I'm thinking 12 76mm guns or 8 100mm guns. Oktyabrskaya Revolyutsiya had 12 76mm guns. The cruiser Kirov had 8 100mm; she was inbetween OR and Izmail in length.

Just an off the wall idea. Secondaries like these were intended for use at close range against torpedo boats. I think we are fine the way we have it now, but if we really wanted to reward the design we could just have all 6's count as three hits against destroyers. Just changes things up, makes it unique.

What about making the mains able to hit destroyers without penalty?

The cost on this puts it on a comparative level as the Kronshtadt, with better mains, worse secondaries, Bristling instead of Log Shot 6 and is a year earlier. It's also the same point coast as the Renown, Scharnhorst, Haruna, and Hiei. None of which have TD.
I was thinking of "Ignore Mines" or "Bad Weather Fighter" but figured that you raise the cost to about 40.

Modified above, I was on the fence on this but added Flag 1 since the Russians are sorely lacking in units with a flag. (They only have 2, both 65+ costed Battleships)
I playested this unit and if we go with Bristling the cost should be 39 as some of the versatility is gone, but if we give it secondaries/tertiaries without bristling the cost should be 40. I did play the unit with both configurations, and the added target versatility is worth the extra point, though I do like it at the 39 point range. Would it be asking to much to have both (Tertiaries and 39pts)?
