I know that this unit was voted in as a battleship, but there was NO intention by the Russians to use it as such (making it a complete fantasy/what if ship). The Russian Naval plan was to utilize it as a carrier and try to compete as a 'modern' navy. I know that there is not any Russian Carrier aircraft, but nothing says that the team can't make one if we go this route.
What if, (again keeping an open mind) we did the following:
Russian Operations: The PE-2, Lend-Lease Hurricane Mk. II, and I-16 Type 27 can base on this unit.
Torpedo Protection: Whenever a Torpedo hit is rolled against this unit, roll a die. On a 4 or higher, that hit deals 1 less point of hull damage. Replenish Airbase: Once per game, at the beginning of the Air Return phase, choose a friendly Aircraft that has been destroyed and roll a die. On a 4 or higher, return the chosen Aircraft to play, based on the Land Airbase.
Obviously a Russian Flavored Carrier, the Main Guns, Armor, and AA would have to be reworked (I'm taking a huge guess on that), but I think the SA's would fit along with the capacity based on the size of the ship. Some other possible SA's could be a Avoid Mines and Bad Weather Fighter.
Bear in mind that in RvB you can put ANY Allied carrier capable plane on this carrier. The "Russian Operations" serves the same purpose as Stuka Operations for the Graf Z.
I think this is very possible to do, and the Russian already have some lower costed Battleship options (Archangelsk, Kronshtadt)... and in my opinion does more service than trying to force it into a role that it was never intended to be.
At one time I was vehemently opposed to a Soviet carrier, it was completely opposed to their navel doctrine. The main purpose of the Red Navy was to protect the coast, keep home ports open, and support the Army. And since the Air Force was well adept at operating from rough forward air strips, carriers weren't really necessary. So I was content to see the meager Soviet slots go to other naval units. Now that the sets have fleshed out the Red Navy, a Soviet Carrier wouldn't be bad. But since this is potentially the last deck, I don't think there is a way to bring a functioning Soviet Naval Carrier Force.
And like Falk said, it was voted in as a Battleship. But there are a lot of custom Soviet Soviet Carriers, many I have used in games. Here is one Frozen Seas did a few years back. I think Brigs did one too, but can't seem to find it. (Armor on this card and your suggestion are probably too high, most was going to be ctripped off in the conversion. )
Do we add torps? Or would they have been removed? Torp Protection?
Any other SAs? Or just leave it plain?
I'd give her a Flag, she would have been the lead ship of any Soviet Fleet. Maybe just 1 Flag though, since it is only a Soviet Fleet
Parizhskaya Kommuna was fitted with torpedo bulges in 1939, and the teams gave her TD. If we figure the Izmail would have received the same improvement, she should have TD as well
And PK lost her torp tubes in the rebuild, so scrap them for the Izmail as well.
Other than that, looks fine. Nothing too Earth shattering, but makes for a good low-mid tier BB to go with the Kronshtadt.
