For the Italians let's look at the most used destroyers out there.
7pts (and the only 7 point destroyer) - Camicia Nere 6pts - Ascari
Beyond these two staples, there are not a lot of destroyers that are staples in a fleet. And if taking an 8pt destroyer out of the 4 options (Luca Tarigo, Ugolino Vivaldi, Nicoloso da Recco, and Premuda) I wuld take the NdR for the Tenacity, Desperate AA (something the Italians need), and the Init boost.
So I don't think that this unit at 7 points with the 3 SAs (LST, PC, CE), is going to impact the 8 costed destroyers, though it might give people a hard choice between this unit and the main staples above.

This is a hard unit at 3 SA's to justify 7pts comparing it to 8 pointers in its Class.
It would never give Camicia a run for it at 7pt either, thats why i think it should stick to its Historical SA's;
Deeds accomplished for putting up a good fighter while protecting its fellow ship.
If you compare to the French Brestois also at 7 points with Sub-hunter and Light ship for this unit at 7 is Light ship and Mines enough. Can a speed 2 ship with mines give the Italians something that would have use? I occasionally play a mines game so my be expressing some personnel bias.

This is the fourth ship in the Navigatore Class; What i like to see and thats me, is how far do you think
you can go with a new sister, before she makes the others irrelevant, which the other's pretty much are anyway.
That being said Light Ship Tactics and Protect Cripple pretty much some up her short wartime career, and with
the proposed ASW of 3 instead of 4 as with her sisters 7 pts represents her well and doesn't disrupt the family.
Kind of balances a little with what expansion did with Nicoloso Da Recco
LIGHT SHIP TACTICS: Once per game, at the beginning of the Surface Attack phase, you can declare you're using Light Ship Tactics. If you do, whenever an enemy Ship makes an attack against this unit this turn, roll a die. On a 5 or higher, this unit takes no damage from that attack.
PROTECT CRIPPLE: This unit gets +1 on each attack die when making Gunnery, Antiair, or ASW attacks while in the same sector as a friendly Ship that is crippled.
