Would it not be better to shoot a torp instead? You can cause 2 damage and keep the unit.
IMO we should also consider abilities as for the midget subs on the Chiyoda. Such as „This unit can‘t be attacked by enemy submarines“
Maybe also a one Shot ability for the very limited torpedo storage. The unit must be removed from play after it has made its first attack end of turn and you score victory points.
I also support the idea of coastal tactics for this unit.
