Small ship evasion- any attack on this vessel is ignored on a 5,6.
Or as as a fleet SA, Mine Barrages- this fleet may place their minefields from the vessels they have in their fleet before the game starts on their side of the table and 1 objective. Once this is done those vessels can no longer place mines.

what about a movement sa for the fleet when the enemy captures an objective representing the final voyage his ships were sent on
I don’t mind either of these. The range 1 AA will probably need -1 or something..? Maybe something like “break up attack” that gives it 2 attacks one at range 1 at -1?
Fleet ability- Stable mounts. Your installations gain 1 extra dice for AA and 1 die for the main battery. If you haven’t a main battery you installation gains a Main of 2 at range 0 and 1 at range 1.

I am thinking about this one. Maybe a SA like “shipshape” this flagship ignores one SA of your choice per turn. So maybe removing the effects of jammed mount or slow on a BB
