His flagship should get some sort of gunnery booth, a reroll or an extra dice.

For the fleet I'd do something like once per game when a battleship you control is damaged (or alternatively crippled) you may immediately move a battleship you control to an adjacent sector. This represents washington coming in after sodak was hit

Reroll is worth a few points, movement with a friend +ER is tasty too
