So, given we're looking at this again. I wanted to canvas a few of the rules of previous series to simply things. Number 1; what points cost would you cut off units from using multiples? Speculatively.
Its not a restriction by classification or role. Just cost

16 points by the way allows for more than one Aquila CV for Italian oriented collectors, which is not unreasonable as alternate history, (at quantity 2x anyway), according to the references in my recent post here:
It also allows all Official plus Sea Gods aircraft cards to be non unique, which I like better than having all AC unique as has been done before.
Side issue, having looked over the 2012 Fantasy League draft lists I saved to disk ages ago, I noticed a limit of 3x aircraft was in force. I would like to see that raised to 4x aircraft, for people who want to take 2x CVs of carrying capacity 2 or who just have to have an Essex class (4x AC) on their roster. For people who still would take a 3x capacity CV, they can dab in a CVE like Guadalcanal or Fencer, or add a pesky Patrol Bomber, to bring them up to 4x AC, so I don't see a problem with it. Also, 4x AC is well under the typical 6x AC full on carrier battle, so a player can still choose whether their roster is more BB/BC or CV oriented.
I voted 12 myself, heavy cruisers, carriers big heavy subs and the meanest carrier bombers are all unique. Destroyers, small light cruisers, most subs and aircraft have no limit
