Based upon the build exercise, and the threads that lead to it. I thought i might put forward how i think a next deck might be organised.
1. Online Release
This deck would not be planned for the real world printing of the previous decks. Printing represents a unreturned financial outlay by members of the community. Not to say it couldnt be printed, but that it would not be expected to be printed.
2. Team G
Despite the concerns of some about teams and agenda ect. Teams have work well in quality control, focus and keeping the project moving. So a team would be formed. They would, verify stats and history and propose a general role for the unit. This draft would be given to the board at large for consideration and discussion. After a consensus is reached, hopefully. Or when a tie breaker is required. The team will take over to finish the unit, verify interactions, produce the card ect.
3. Organisation
Development would begin after we get deck F in our hands. So a few weeks off.
Without ND we can no longer setup hidden subforum for team work. So that is question to be answered. The cards would be released to the public as prepared, working from the top of Allied, Axis and Neutral allotments down. Aiming for 3-6 cards in public development at any given time.
Once a card is finished, checked and locked. It would be available for use, there'd be no release date as a whole deck.
4. Full disclosure of my intent
I'm normally reluctant to take a role as team principal for personal reasons but would take it in this instance. I would be looking for general support from the community to do so. Im open to alternative proposals others have. And would be fully supportive of any community assented project in whatever capacity.

I spent a little time considering how i would organise a official set list. Distinct from unofficial list we've been making already.
I think the simplest way is a 3 stage process
1- Create a unlimited proposal list.
2- Sort unlimited list into polls. Polls would be multi-choice weighting of comparable units. No units would automatically be adopted on the basis of the poll
3- Weighting informs a team draft of the set list Which will be reviewed on the open board for adoption. The review would be on the complete list and not extend to substitution unit conversation.

3. Team review of nominations
-a. This ensure unit are withing parameters of the game:
-b. Power scale : Nothing more powerful than(tsushima/corsair ect) or less powerful than(daihatsu/walrus ect)
-c. Four ability criteria, if a unit requires more than 4 SA to function (because of role, base stats ect it is ineligible)
4. Second round of nomination by polling
-a. Polls will be of like units rather than nation blocks
-b. A list of units deemed ineligible by the team will also be provided with explainations.
-c. "Top picks" that miss selection will be given explanations if neccesary.
5. Team review of weighted nominations
6. Set list assembled
-a. Subsitutions would be avoided at this point without compelling arguments.
7. Public feedback and comment of list (Completed)
8. Card development
-a. Team complies stats, summarises history and suggests a function relative the rest of the deck
-b. Specific public comment and discussion. Fixed developmental period
-c. Team confirms stats, ability interactions.
-d. Card image is created, fluff text ect.
9. If once started, 2 cards (1 each axis/ally) can conplete steps 8a&b per week. Projected completion is within 12 months.
