Things like airfield strike come to mind... Not much in terms of the typical carrier SA. Could be like Ranger, which is a cheap cap 3. How cheap do we dare go for a cap 4???

EDF2 makes AS more effective and is a good ability unto itself. Having just those two will also keep the cost a tad lower than the other Essex class

AirField Strike: Once per game, you can deploy a Fighter to your opponent's land airbase during the air mission phase. That Fighter can make an Antiair attack against one enemy aircraft deployed at the base
Installation Strike: Once per turn, when a friendly Dive Bomber damages and enemy Installation, that Installation gets -1 on each attack die when making Gunnery attack rolls this turn
Landing Leader: You get +1 initiative for each additional Ship you control with a Landing ability, up to a maximum of +3
Convoy Air Cover (NEW): Once per turn, you may choose a Fighter from this carrier which is assigned to a sector with an Auxiliary or a ship that has a LANDING SA. That fighter rolls one extra attack die when making Anti-air attacks for this turn.
Installation Tactics (NEW): Once per turn, you may choose a Dive Bomber from this carrier which is assigned to a sector with an enemy installation. That Dive Bomber rolls one extra attack die when making Anti-air attacks for this turn.
**Note that the two new abilities would stack with EDF/EDB from other carriers, as currently worded.
Essex is 28 Intrepid 26 Bunker Hill 27 (it's got Installation Strike as well as EDF and EB) Hornet 26 with a OPG fighter AA reroll and EDF
with one very niche SA and no expert bonuses I could see it at 24 or 25. What do we value Expert SAs at?
The value of the Essex Class carrier in the game is its Cap 4 capability. I hope you aren't seriously considering this.
So we give it a totally niche SA and make it 26, let's say, which is the least expensive one we've got. I could take this at 26 or I could get one with EDF and an AA reroll for the same cost.
Or pay 1 point more and get one with the exact same SA plus 2 more.

None of the late war carriers have flag. Theres no need of SAs beyond experts if it has flag. And flag2 is an ability that drives use on its own - there is no need for more flavour SAs

That may be true, unfortunately, that is the case with most units now. I can see making a unit to fit a niche, but I caution against inadvertent power creep. My suggestion is an SA that provides a bonus for Installation attacks, but don't have a cost lower than 26. I just wish we didn't have any Essex with a cost of 26, but it is what it is. I would use 26 as the absolute minimum for any Cap 4 carrier to help maintain game balance.
