Dug out the rule book...Perth class is listed as separate, so that would make this class limit 3. You could max that out and make a bit of Scoutplane swarm on turn 1, but this is otherwise kind of an unremarkable cruiser, so that's probably ok.
agree... to me battery silencer is useless in nearly all the games we have played here at GE... Like she Scout Plane attack SA.

Walrus L231 was recieved by HMAS Hobart on the 6/6/40 as a replacement aircraft. Within weeks she was called upon to attack an Italian Wireless station on Centre Peak Island destroying one Radio hut and damaging a second. L231 was back in action again on the 8/8/40 to launch an early morning raid on refuelling Italian fighters. Unable to find the aircraft she attacked the Italian Head Quarters with bombs and machine gun fire.
It seems more fitting for the Walrus card than Hobart. But this is my revision for it.
HMAS Hobart made good use of her replacement Walrus floatplane registration number L231. Within weeks of receiving the aircraft on 6 June 1940 the aircraft destroyed one radio hut and damaged another at the Italian wireless station on Centre Peak Island. The floatplane was launched again on 8 August 1940 for an early morning raid on refueling Italian fighters. Unable to find the fighters, she attacked the base headquarters with bombs and machine gun fire.

Hobart operated in the Red Sea and Mediterranean early in the war, and then participated in the Coral Sea and Solomon's campaigns.
