SCOUTPLANE ATTACK: During the first turn of the game, you may declare you're using Scoutplane Attack. If you do, assign the scoutplane attack during the Air Mission phase. The scoutplane can be attacked during the Air Defense phase. It has; Armor 3, Vital Armor 5, a Bomb attack of 2, and it can be aborted or destroyed normally.
I would say that the unit should be 13. Any less and you make a paperweight out of the LP. The HMS Ajax has the same stat line with Pursuit Ship at 13, so this isn't an unreasonable placement.
It also has secondaries where the LP does not... the question is... Is it a point better spend over the Perth, which has Evade Bombs and Cruiser Killer?
I think it is closer to 12 than 13. LP is a different navy for one thing. LP has a better torp line and Flag 1. It lacks secondaries and is AA 5.
Battery Silencer is all but useless. I think they are a wash.
Whether a player chooses Ajax, Perth or Hobart is going to depend on the SAs they want IMO. Ajax is good against the German "Disguise" raiders. Perth has a little more punch against cruisers and has a chance of evading a bomb attack once per game so it is the "brawler" of the group. Hobart will be best used for an air build to help with air placement.
I still come up closer to 12 than 13.

Is this one ready to go now at a cost of 12? Does it need playtesting?

Dug out the rule book...Perth class is listed as separate, so that would make this class limit 3. You could max that out and make a bit of Scoutplane swarm on turn 1, but this is otherwise kind of an unremarkable cruiser, so that's probably ok.
