Muffled;; At night if this unit moves at speed 1 or not at all, it can't be detected nor attacked at range 1 or greater unless it fires first.
I like the idea a lot, but I agree with generalrubenski that it might be a bit too much as it is. Another invisibility cloaking SA is problematic to me. Especially since Disguise already breaks the Distance Rules. However, limiting it to Darkness helps.
How about this variant? Mostly I am trying to simplify it and use SA terminology.
Muffled - While in darkness, if this unit doesn't move during your sea movement step, it can't be attacked from range 1 or greater this turn unless this unit attacks first.
I have limited it to not moving at all for 1) simplicity, making it too nasty at preventing capturing an Objective, and 3) a boat basically idling it's engines wouldn't travel far enough to leave a sector anyway (if you need an historical reason )

But was it so equipped? Were its exhausts below the water? Wete the crew trained in covert approach? Seems like something that should be on all mtbs not a minor nation last deck one.
Smoke actually helps the romanian fleet(who lack a smoker) and it counterbalances the soviet mtb in a red blue sense

I like Generate Smoke too.
Generate Smoke - Once per game, instead of attacking in your Surface Attack step, this unit can make a local smoke screen. A sector containing a smoke screen blocks line of sight. A unit in a smoke screen has concealment. Remove the smoke screen at the end of the next turn
But I really like Muffled just for the historical/technical aspect. I realize not all MTB's had mufflers installed on their engines. But they could all idle down or even cut their engines (which they often did) while on patrol. Just because this SA wasn't thought up until now doesn't mean it shouldn't be used.
It will be the same as all ships not having Smoke, etc.
Muffled and Generate Smoke both wouldn't be bad - just expensive.

Normally operating at night; on this night in 1942 running late and nearing sunup PT's 191 & 190 Bambi and PT Jack O' Diamond on their way back to base glancing toward the east the direction of Rabaul saw the Planes. In the next 30 minuets both PT's would face 40 planes, for the IJN to kill a PT meant everything and today was no different. One Japanese aircraft would normally not attack they preferred 4 to 1, toady it was 20 to 1;; they should have passed. Bambi and O'Diamond shot down four and damaged a few others for the cost of 1 man.
West expanded the PT's roll in his War at Sea Scenarios, it seems to some Muffled is a bit much for the unit; But in the real world PT's were best at night and got their fame in the waters of the Solomons. We all know about PT 109
So adding it to a Romanian unit i get it; buy other wise its a Darkness rule SA it adds realism to Night actions especially if you read about all the Guadalcanal Naval actions; Point Blank and Haul Ass. He ran with many proven PT scenarios the SA works fine; they were small and quick not German Auxiliaries;
Most PT's only have a range 1 Torp. attack maybe I'm wrong, but it seems there are multiple ways to counter this, in game play you may not detect of fire at it, but you know it's their so lure it out or avoid it, make it speed up to detect it. We all like to try something new and different, not watering it down seems like fun.
