I prefer the reroll OPG... it makes the MTB unique and doesn't create a crazy synergy with the Russian MTB that creates smoke.
Giving it two saves (Hi-Speed Evasion and a +1 on concealment I believe should increase the cost), granted only the concealment works against aircraft... but the two saves vs. Surface ships can get SUPER annoying.
Concealment doesnt stack. So there is no synergy with smoke.
Mtbs are maligned for thier weak defensive stats. This is a step in the right direction.
Smoke provides concealment, it would get +1 to its roll. Darkness and Islands would now also give it concealment from a DIFFERENT source so it would gain a second roll also at +1 to its roll.
MTBs are designed to be a glass jaw single strike weapon... they shouldn't be that difficult to destroy. It's bad enough they can't be targeted by anything other than Aircraft when in an island/coast.
This becomes a rule question then as you WOULD can an advantage of smoke in an island.
1) Typically a unit in an island has it's line of fire blocked into and out of that sector, but gains no advantages while in the sector. 2) A unit in smoke, fog, and Squalls have line of fire into and out of its sector. Additionally those units gain a concealment roll against attack both in and out of sector.
Per the rules a unit can gain benefits form different sources, in this case 1) the SA granting it concealment in an island/coastal sector and 2) Smoke or a Squall granting it concealment.
There is nothing in the rules (that I can find) that state you can only gain a concealment roll from only one source. Therefore you would get two saves in this case. (Fog, Smoke, an Squalls are not stackable as they are specifically covered in one section of the rulebook.)
Just as a reference point I'm looking at page 32 of the revised rule book under Line of Sight.

I think I prefer Muffle Engines. High-Speed Evasion is already a very nice defensive SA. And I agree with au64 that MTB's are already irritating enough when they are turtling in an island sector. Especially an island sector adjacent to an objective!

That would be good. What about the Smoke we gave the Soviet MTB?

Are we thinking of Generate Smoke and Muffle Engines?
If No, I think the Muffle Engines reroll would be far more beneficial to the MTB to make sure that it gets its TT strike off successfully. The torpedo line is why you take the MTB's, along with the hassle of getting them out of an island sector.

I was thinking they were discussing one or the other. It might get a little pricey with both of them compared to other MTBs in the game.
