Glowworm has Smoke which makes it a "go to" ship if you want to play a smoker fleet. V. Olga has very little going for it IMO.
Hotspur would be "go to" for the Close Escort. Guard the Flotilla is a nice fit since it can "protect" two other ships if it is stacked in sector. It would be a nice partner with Glowworm as well.
Determination just leaves the DD crippled. It is "okay" on a destroyer, but I don't typically take a DD for defensive play. Destroyers are offensive "suicide runners" for the most part.
What about "Close Escort" plus "Sub Hunter?" They are only mildly synergistic, but both SAs are desirable and fit the history.
(Synergy comes from being able to push Hotspur onto a sub sector and still leave behind two ships in the same sector.)
I still think Close Escort and Guard the Flotilla have the best synergy though.

The cost is probably "on the bubble." I just looked at Hap's spreadsheet and you guys are right, the Vital 6 DDs with Close Escort lean to 7 points. I can go for that.

The game was a 200 point game, 1943, daytime, and we ended up with no squalls. Here's the build I took: 1x HMS Lion 60/60 2x HNoMS Stord 18/78 6x HMS Hotspur 42/120 6x HMS Javalin 60/180 4x Spitfire 20/200
I went against a German build with multiple battleships. I was at a Initiative disadvantage which helped from a positioning and smoke perspective as one would expect. The Stords were able to stay safely nestled in with the other destroyers and were less of a target with the Hotspurs in place and the Javelins provided some much needed smoke cover that prevented return fire to the Lion. The Stord/Javelin/Hotspur combination (Must target Hotspur, Stord Shoot Torps, Javelins launch smoke) proved to be almost as frustrating as my torpedo dice (even with the +1 on the Stord). The Brits ended up losing, but not because of tactics but really because the torpedoes couldn't hit the broadside of an non-moving carrier.
I really wanted to try this out (and might) pairing the English with the Allied Italians in a late war scenario so I don't have to be limited to 2 Stords, but can have as many Camicia Nere's as Hotspurs and Javelins.

Note that I did a little editing to the flavor text to get it to fit on the card. Also, the DC load was increased from 20 prewar to 40-45 by the start of the war according to Conway's.
