Either ASW swarm or an SA that lets IJN air units gain a ASW die if the DD is near a sub.
Definitely a determination/survivor type SA is a must and then whatever else wants to be added. If its sub related then a team ability, as mentioned would suit. Its kills were part kills and it wasn't a sub killing expert compared to other units and the UK is quite well off for the sub hunter ability, I think.

Just out of curiosity... and this should probably go into the rules section, but what happens if you have two destroyers in the same sector with Guard the Flotilla?
Technically (per the SA) you wouldn't be able to attack either one as it sets up a infinite loop.
PLAYER 1: I want to attack Destroyer A PLAYER 2: You can't until you attack Destroyer B first PLAYER 1: Well, then I'll attack Destroyer B PLAYER 2: You can't until you attack Destroyer A first PLAYER 1: Wait! WHAT!?!?! I Can't attack either one, unless I target them both at the same time? I hate you.
You can attack Hotspur 1 before Hotspur 2 because they both have the same SA so they kind of cancel that out. But you have to attack both before you attackthe third destroyer

In the recent osprey duel title on destroyers at Narvik an artist plate included shows Hotspur colliding with Hunter when out of control after being disabled and contributing to the sinking of it. Not actually read the book itself yet.
For anybody interested books have been written individually on Hardy, Hunter & Hotspur. Two pretty recent, covering the ships and crew survivor accounts and an older account on the Hotspur covering mainly the 1941 Med operations, written by a junior officer. All excellent books.

I'd be fine with just giving it one of damage control/determination/survivor for its main historical action and keep it low end cost. Exeter springs to mind. Not really seeing it needing an ASW ability, its less deserving in that area than others would be.
DETERMINATION: Whenever this unit would be destroyed, roll a die. On a 5 or higher, the destruction is prevented and this unit remains in the game with 1 hull point
