I found that on page 15 of the Expanded Rules.
"Heroes, Paratroopers & Partisans are treated as special units. Special units are limited in the total number you can take by sceario. In a standard scenario, special units are limited to two per 100 points."
Since there is no longer "Official" support for the game anymore & this is only in the Expanded Rules, at least that I could find, can it now be ignored/disregarded? I think it could be by agreement between players IMO. Anyone else have thoughts on this?
We restrict them as per the game rules. We find that with a map full of 5 defense soldiers things get pretty crazy and time consuming. Having 10 heros constantly flipping disruptions can be really non-historical and a pain. WotC once said they regretted creating 5 defence soldiers and stopped creating new ones in favor of "Steely Resolve". However, unless you are a rulz Nazi, just play it the way you want.

I only have between 1 to 3 heroes per country so they are not much of a factor. Paratroopers are about 6 per country that has them. Partisans, now that can exceed per game limits easily, but not being 5/5 defense units I don't see them as too time consuming when several are in play, but I could be wrong....wouldn't be the first or last time...lol
As for 5/5 defense units in quantity, I have SS Panzergrenadiers & Rangers. So far we haven't had too many in play per game....yet....but they do add up pointwise quickly, so that tends to limit them. They do see playtime though, but not in mass formations.

Question: Does that mean that a single nation Yugoslavian build is only a Partisan Infantry and a Partisan Commander?

I think this would be a time to ignore/disregard the two per 100 points restriction. Actually, I think the limit should go the way of the dinosaurs, let it become extinct & just enjoy the game. Maybe limit the Paratroopers & Heroes since they are 5/5 defense & Heroes ignore Disruptions but the Partisans should not be so restricted IMO.
The Yugo pieces were made when the game was going out the door with zero support and no WotC staffer to provide clarifications. Just houserule the Partisans and carry on.

There are also the Communist Partisans to consider. Also, in Set 2 of the Formations there is a Partisan formation. It contains the Cossack Captain, Fanatical Sniper & 3 Partisan Infantry. I have used this a few times & had some fun with it.
Using Partisans can be interesting, not overly powerful but can still do damage when used.
I agree with ober, houserule their use/quantity & have some fun with them.
Does it break the game to face a whole partisan army?
IMO, I don't think it would. I think it would make for an interesting game actually. I could see some of the Partisan formations, some Yugoslavian Partisans with a couple Yugoslav Commanders. You lose attack dice down to 7/5 but the SA's do help a little. Certainly can't see it breaking the game, you would need to get in close for your best chances to inflict damage.
Sounds like someone should do some playtesting maybe...
