Did she have some real historical significance? What battle/s was she actively engaged in, what unique design aspect does she did she have? Or what type ofship ie "protected cruiser" does she represtent.
That’s a fun little double standard to impose. These criteria eliminate pretty much all Axis ships left if you apply them the same way as here for a Chinese ship.
Having read the responses, but sticking to teacher's assignment: I don't like most of the minor nations' ships that have been included and largely feel like they were introduced at the behest of "gee wiz". The overwhelming majority in my mind had little to no game utility, had barely any historical impact/significance, aren't particularly useful in scenarios because of the ships' historical lack of use, and of the original WotC ones primarily serve as very cheap/accessible repaint opportunities. When it comes to models small surface combatants and submarines are excellent because of the cheap repaint source, but as far as cards go, especially custom cards, I've never had a use for them or had any experience with them being very useful. If folks are going to devote their time and effort to coming up with custom cards I think it's more helpful to focus on cards that are playable and useful without entering the land of "what if" (which, if you're going there, the major nations are still going to trounce the neutrals anyway)

Aside from the inital point that you are adding a nation, rather to a nation. None of those criteria are overbearing nor are they all requirements. Having one would probably cover it. "coz china" does not
As i said further down, as a solitary vanilla chinese ship is okay.
It is everyone’s own preference but I like to seem to like that 12% to 18% range for minors per set which is roughly 9 to 12 cards per deck. This might be on the low side to many. So if you went 1 Australia/New Zealand, 2 Canada, 1 Norway, 1 Poland, 1 Dutch you may even want to go go a 2 Australia/New Zealand. That only leaves 2 to 5 for any for the Greeks, Sweden, Romania, Spain, Brazil, Thai, Turkey and I would throw any new countries in here as well. Given my choice I would use those slots for the first set of countries Australia, New Zealand, Canada, Norway, Poland, the Dutch, or maybe Finland.
If another country was slipped in for the upcoming set I would have to agree with an earlier post it would be China.
I would love three or more Canadian units per sets but have to be realistic.
My option. I love minor navies, they add flavour to games. I do play nation pure minor navies. Why? I love a challenge and I love learning histories of the forgotten parts of WW2. Many of these nations had creditable war histories.
I would love to be able to make stand alone 100 point navies for all nations in the game. I have guided the process as best I can to get what nations need. Crucial elements have been to get the 1: that countries Flagship 2: the biggest class of ship 3: main fighter of the war 4: a decent bomber 5: maximise as many different types of vessels as I can.
I can say I’ve tried my best here. Some notable issues I want to do. Greece. Has an early war DD of a class of 2, I want to add another Class so they have options for more than 2 dds early war. Romania has no Flag Australia probably should fix Canberra and an Aux NZ needs another option. Maybe Monowai. But to “finish” NZ you would want a Flower, a fighter and the last cruiser. Canada, very problematic. We added the fighter last set, we have done her big ships. A Flag is my main purpose here. Netherlands, we have reasonably rounded this out. Norway, needs early options the DE class and aircraft. Brazil, a good start. Missing cruisers and aircraft Finland, missinfpg ships capable of capturing objectives. I would give them a large icebreaker next. A late war fighter with escort would also be useful. Thailand. They still have some Hull 2 options. But a Anne or a habayusa would be good for these guys. Spain, probably adding aircraft another DD Class and Espana Class BBs
