I haven't been able to find much on how effective this plane really was. The Germans also converted the Bv138C-1/MS and LeO451 359 for the same role. The British did it with the Wellington.
It would be pretty vulnerable (based on the stats for most of these planes' existing cards).
As for an SA, this is the existing SA for SWEEP MINES: Instead of attacking during your Surface Attack step, this unit can attempt to sweep mines in its sector. If it does, roll a die. On a 3 or higher, remove a mine counter from the sector
Not knowing how effective the aircraft really were, but knowing they would work only on influence mines (not contact mines), relying solely on the magnetic field, not contact sweep equipment, I'd be inclined to make this less effective than the ship SA. Maybe a success on a 5-6 at best.
I've never particularly liked the SA as it is in game. Its a big ask to get a generally slower unit into position to use it (especially if up board)and then in what's likely to be its only attempt it could fail. I've been playing it so the sweeps automatic as more of an incentive to use it.
I understand what your saying about the aircraft effectiveness though and they could be sweeping anytime as well.

We tried to give it to the ju52 when we did that team card. The problem is timing. You move before aircraft mission phase, so you cant clear a path for your ships on a standard map
Simply put: Ships move turn 1 > mines are laid (aircraft/subs ect) > move ships turn to to objective adjacent rank > aircraft sweeps mines
