Its guns are pretty much the same as the 4/3/3 line. It has no torps (the only other comparison is Ledbury, but it is pulling Close Escort, AA 5 + 2 once per game, and has Guard the Convoy, all at 6 points. Why would you take Taney instead?)
The 2/7/2 AVH is simply not enough to elevate Taney to 7 points. Slow 2 hurts, even in a defense role (or especially) as there is no guarantee it will stay with its charge. AA 5 and ASW 5 are nothing special--many other 6 point units have a higher score in one or both. Guard the Convoy is especially common. Lack of torps is a killer for a 7 point unit--lots of points to tie up into something that can, usually at best, damage a destroyer.
Flag 1 is a) so common, and b) so useless because of the plethora of Flag 1 and Flag 2 units (or the desire to not have Flag), that it cannot increase the cost.
Most of the 7 point destroyers are bigger gunned, great torps, and very useful SAs in addition to having 2/7/2 AVH.
Stick Taney at 6 points and it will have a use, maybe. 7? No.
There are much better ways of spending 6 or 7 points if you are trying to get air placement (or protect your ships) than a Slow 2, Flag 1 destroyer without torps.
