What we're proposing here represents one of the smaller-size coastal batteries along the Atlantic Wall (Longues-sur-Mer battery).
Current thinking in the team is that the name remain fairly generic, but a little more specific to its purpose. Along the lines of 'Atlantic Wall Strongpoint', "Atlantic Wall Medium Battery" or "Atlantic Wall Light Battery". That way there's still room for more Atlantic Wall installations in the future.
Two new SAs here - one offensive based on the wording of Excellent Spotting, but working off Installations, and one defensive and encouraging use of multiple Atlantic Wall type installations.

The Wall batteries were built close enough to be mutually supportive, so having shots coming from all directions would add to the targeting confusion.

I had in my own ideas Installations that can be aggregated on the same sector to build a variety of scalable and modular facilities in order to easily represent any base/port/defense feature.

It is the rare map that will allow two of these to target the same unit--when they do they're probably only able to do it with range 3 gunnery for one, if not both, of the attacks. That limits the effectiveness of the SA (most of the time it may not be 7-7-6-5, but rather 6-6-5-5).
26 points would get you a HSB (25 points) with ER4, significantly better mains, a second attack that is only slightly worse than the first attack of the two Atlantic Walls, better armor, better vital, (3 less total hull and 1 worse AA granted). These will be targeting destroyers and light cruisers mostly whereas HSB can threaten most anything. Less flexibility with the Atlantic Wall equates to a much greater risk in bringing them.
Even though you can get concealment with a 33% miss chance when you have two of these (which is good--it's the redeeming quality) it is only against gunnery (not bombs), and once one is destroyed that concealment goes away. So you really only need four attacks to make it through then you have free sailing. (I cannot imagine anyone would bring three of these.)
With their limitations, I think the team might want to consider having two of these cost less than one HSB, otherwise I have my doubts they will be worth their cost.
To put another way, would you rather have two of these for 26 points or a San Giorgio (17) with a Premuda (8) for 25 total (or Espero for 23 total)? (Or a Zara + Trento for 26.) (Or Deutschland + T27 for 27 points.)
Certainly the two batteries will advance deploy, but if they are getting pot shots in before other units advance, your enemy is probably getting quite a few pot shots in against the batteries.
But I'd put my points into the flexibility of actual ships.

You need two of these in a game to use Overlapping Fire and Atlantic Wall. Having said that, I understand the problems the team has with this unit. I don't know what can be done with this unit.

I agree the attack is pretty weak, but it will require an inordinate amount of effort to knock them out relative to their cost IMO. In a light ship scenario it will be very tempting to build a defensive wall with a bunch of these that will be very difficult to knock out in the course of a typical game length. Was there an Atlantic wall battery with guns closer to cruiser level maybe?
