The following is Team Ryujin's initial proposal for this unit. Any feedback and playtesting that you can provide us with will be greatly appreciated, and will be carefully considered by the team when deciding whether the unit's card is ready to finalise.
Note that while the stats used to kick off public discussion represented I-168 armed with Type 95 torps as she was equipped with later in the war, the Dev Team did change their minds in development and the stats in this proposal now represent I-168 armed with the earlier Type 89 torps she used at Midway (this seemed more appropriate given how closely the SAs are associated with that battle).
The SAs are representative of I-168's attack on Yorktown. Carrier Hunter may have been a more obvious choice for the attack SA here of course, but Finish Him Off does encourage use of air attack to soften the target up as occurred historically. Seems pretty doubtful that I-168 would have had such a successful attack had Yorktown been making more than 3kts under tow!
I'm glad to see the Team used the statline for the Type 89 torps she had when she finished the Yorktown.
There's nothing WRONG with this card. I don't find the "Finish Him off" particularly exciting... something like Barb's Audacious Attack, or Torpedo Swarm, for the volley that sank both Yorktown and Hamann, would have felt better... but there's nothing WRONG with it.

A ship with nine 9 lives gets a 33% chance to survive destruction if a team likes it who I'm I. Finish Him Off; i guess its aways about Historical; forget about any other SA that might make something different as in this unit, work for the IJN. Meaning;; Its a German game style U-Boat maybe a little short on Torp. die; but a novel approach for the IJN. No R3 what does it it mean to you; to me i need to make it up somewhere; with those SA's for 12 pts. you can use it in your sink the Yorktown Scenario; I see a missed opportunity.
