With civilian sailing experience before he volunteered for the the Red Baltic Fleet. Commanding Torpedo boats through most of the 1930s he was promoted to command of the Black Seas fleet and commander of the fortress port of Sevastopol in March 1939 and remained in this position at beginning of operation Barbarossa in 1941. Soviet leaders including Oktyabrsky were evacuated and Axis forces surrounded and besieged Sevastapol. In the following year, the Black Seas fleet conducted amphibious operations to relieve the siege. Temporarily removed from the position as a result of lack of success in a subsequent operation, he would return to the role in 1944 and remain at the post until 1948. At which time he was made the deputy commander-in-chief of the Red Navy.
