Tovey is pencilled in with a focus on battleships, though his record with destroyers/cruisers is signifucant (the next uk commander is river plate)
An emphasis on gunnery may cover both, as the espero convoy was noted for the significant ammunition consumption and obvious bismark was very heavily shelled.

I am thinking about this one. Maybe a SA like “shipshape” this flagship ignores one SA of your choice per turn. So maybe removing the effects of jammed mount or slow on a BB
What about something like the first time an enemy ship takes damage they suffer the effects of crippled. Bismarck was mission killed with degraded combat abilities from the first hit on though he was a long way from sinking.
