The third,and last Unryu class carrier to be completed for service. Katsuragi was caught in japan's rapidly declining fortunes if war. Her assigned air group was committed in the defence of the island of Iwo Jima. Without aircraft she was shifted between ports and used as a transport. Despite bomb damage, she was used as a trasport postwar before being broken up in 1946-47.
Would better armour/vital armour help more than availability?
I'm assuming you are referring to the Kamikaze Ferry SA....
Instead of increased availability, I'd almost rather see a "Press the Attack" aspect... such as:
Kamikaze Ferry: For all units with the Suicide Attack ability; Whenever that unit is aborted by a ship's Antiair attack, you may roll a die. On a 1-3, destroy that unit. On a 4 or higher, this unit makes a Bomb attack during your air attack, hitting on a 5 or higher only.

I wonder if it is too powerful? Probably not but it could be an issue.
Here is the card. Despite my promise to myself that I am just going to make the cards and not analyze them, I am already breaking my promise on the third card. Partly because I evidently have to look up the specs for the back of the card, and partly because I had a particular interest in this card because some people were extremely angry with me with Unryu getting a cap 2 instead of 3.
1. According to the Kido Butai website Katsuragi was commissioned on October 15, 1944. That would give the card a 1944 date. 2. Note that a few specs on the back are slightly different from Unryu. They are minor and don't affect the card in any way. Katsuragi was 2 kts slower because they substituted destroyer engines - probably because that was all they had available.
Now a suggestion. I would suggest adding the Special Ability "Fighter Cover 6." This is a useful SA when a carriers capacity is "in-between almost but not quite there" for the next higher capacity. We did this for HMS Indomitable in the last deck. That would bring the cost of to 15, same as Unryu. Or you could drop one of the other SA's to keep the 14 cost.
We should have done this with Unryu, but the idea didn't come up at the time. 20/20 hindsight.
If you want to keep it as it already is I won't complain. But the change to 1944 will certainly help a little. The late-war IJN needs all the help it can get.
