Italy: Camicia Nera, Sparviero, Eugenia de Savoia, Giuseppe Garibaldi, Cantz 1007 (this last spot is tough as axum, elite folgore, Trieste, Z511, gorizia could all go there)

Germany: Tirpitz, Z-32, Graf Zeppelin, U-510, Kondor

France: Richelieu, Beveziers, Algerie, Milan, Strasborg

Japan: Sho Go Yamato, Musashi, Haguro, Chikuma, Peggy Ki-67

Some of the more expensive units are a bit too bloated to get used as much.

“Best” units are costed aggressively, have great synergy with themselves, have great synergy with other units, or just have numbers on the cards that make them better than everything else. Sometimes it’s a combination of these things!
