Haruna is best of the 4 at 38 and this has better offensive SA and about equal survival SA. So id suggest a 39 point starting place for determining cost
Just done a quick check on the class. Without doubt the costs are not consistent on them, which muddies the water. With Kongo & Kirishima your only exchanging flag 1 for night fighter so they could be the same and Haruna compared to them looks off. Bombard is obviously not great unless you house rule it to include forward air strips, then it becomes much more important. But that aside evade bombs is only a 50/50 chance. I see Haruna at only a point-ish higher than the first two if you play bombard as written. Then comes down to whether the lowest of the class should be slightly higher or Haruna lower.
This 44 Kongo is better for AA8 against having a slighter weaker gunnery line. A tactics is a mixed bag depending on how much and often you can use it.
I'm seeing 38-39 just off the others as written really but the whole lot would need a tweak to get bang right.
