I'm going to argue a 6 just for the synergy that the Ram SA has with this unit being able to be placed in an Advanced Naval Base. This could seriously damage/destroy a Sub on Turn one. For 18 points you can get 2 chances to destroy a sub on Turn 1 during the move phase. Let's move that meter up to a 20 cost...
This synergy is something the Sackville doesn't have.
