TD1 Overrated - When this unit would make an Antiair attack, roll 1 less die in 1941 games. Fleet in Being - This unit begins the game with 2 Resolve tokens. When this unit takes damage, remove a Resolve token. If this unit damages or destroys an enemy Battleship or Carrier, add a Resolve token. If this unit has no remaining Resolve tokens, it can’t contest or take objectives and must move at full speed toward its Ship Deployment Zone during the Sea Movement phase.

Just being a Devil's advocate.
The issue is refits never really factored into RB's assignment of year. They were almost always first year the country entered the war for older ships, and year they were commissioned for war-built ships. Even when he didn't follow that pattern it was random. Anyway, he admitted he messed up in this case.
I agree AA8 is too high for 1941. But the same goes for the USS Enterprise and USS Atlanta among others.

The best solution I've seen for this is the rules on here somewhere about knocking the AA down depending on year etc.
Otherwise this sort of AA is murder for earlier war aircraft.

Depending on how you play and house ruling etc. this is a significant addition to 1941. I might just keep it as is.
I've looked at some of the years of introduction before and depending nation weightings, game balance etc. have pushed several back. Some important/powerful units have years given for introduction even though they came in at the tail end and saw no action till the following. I know one of the newer US BBs(forget which) came in right at the end of 41 and the pre war BBs weren't getting much of a look in even then.
