Why not just use Harass from a Distance? Why all the mental gymnastics?
It should be boostable by the Emily (or similar) and nothing else... just like Harass.
With a 2/1 stat line it actually wouldn't need any SA at all unless we just want the "This unit's Torpedo attack has range 1" for clarity. In which case just using Harass from a Distance should do the job. The "Expert" phrase would just be a "clarification."

It's on page 4 of the first link. That is the official original WotC clarifications up to the point the game was canceled. The Rich Baker clarifications are in the clearly marked latter part of the document. I think that has precedence over anything coming from this board.
Wow this does seem muddled;; I did always believe this was a 2-1 die Torpedo Attack;
Can a range 1 torpedo attack use Chikuma's Scout Planes?? and were is it written it can't.
It may seem minor to some, but Harass from a Distance has only been used once by a Torpedo Bomb.
I do believe the words Can't use Expert Torpedo was needed;; but its not for a Patrol Bomber.
What's so hard about a new TYPE of unit receiving its own ranged torpedo attack SA.
Who knows what future SA's will bring ; I'm all for no added Bonuses; should take care of the future
and make the people who it for 11pts happy.
waratsea4 - The reason for the Harass from a distance along with the 2/1 Torpedo stat line is more for the second half of the clarification that mnnorthstar and weedsrock2 are trying to cover. Here is the SA from the Clarification file that mnnorthstar is referring to:
Harass from a Distance: When this unit makes a range-1 attack, it can't benefit from the Expert Torpedoes or Scout Planes special abilities.
While ET is a given due to the unit being a Patrol Bomber, the need for the SA is due to the Scout Planes addition.
It can still benefit from Shadowing thus the maximum torpedo dice at range-1 is 2 (at this time).
I'm willing to try this out from a playtesting perspective and am attempting to keep my personal bias against R1 air attacks out of my consideration. I've seen what 6 Jill's and 3 Kondor's can do... this just keeps it all in the same Nation and repeatable.

Still believe since this type of attack is only being used for the second time and on a different type of unit
it should get its own SA, eliminating future SA conflicts.

(My vote is to keep things simple and clear and go with the companion SA)
Either will technically work. If we use the original then you have the "scratch your head why does it say it can't use an SA it can't use anyway?" Although a lot of people may not even remember that as we know. Or use a fresh version that is more specific to the unit type and "hopefully" is clear and doesn't need a clarification. On balance, I think a new SA is the better way to go. There are a number of similar SAs that vary only because of the type of unit they are on.
