I definitely vote for my revision to the SA (Ranged Torpedo Attack)
I lean toward 12, but I would like the play testers to check it. We have a track record of overcosting Patrol Bombers more often than undercosting them I think. Not always, but more often.

From a playtester perspective... it would be simpler to just add the Range-1 Torpedo attack of 1 Die in the stateline, allow it to be used in conjunction with other SA's as designed and cost the thing at 12 points. It will avoid the whole can vs. can't argument and reduce the need to introduce a new SA or even take up SA space.
Honestly, I think it would be more balancing to make it a OPG ability and reduce the cost to a 10/11 bubble. Range 1 air attacks are always nasty (bordering on unbalanced) since most ships' AA can't reach that far and you then have to rely on Fighter support. Considering this unit's A/V/H line, even fighters might have a hard time aborting it with an escort.
Why do you guys want this to be the first aircraft to throw 3 torpedo dice at range 1? Jill can only do 2. Give it the same restrictions as Jill and make it 11.
There is also no precedent for giving an aircraft an unrestricted range 1 attack in the attack table. In fact, the Jill is the only aircraft so far to have a range 1 torpedo attack and it has an SA to define its limits. A new SA variant is much less troublesome IMO. I also think once-per-game is always to be avoided if possible. I would much rather limit it another way that is always in effect if the option is available.

Actually, that makes sense. "Harass from a Distance" was needed because RB wanted to specify "Expert Torpedoes" couldn't be used to increase the number of torps on the ranged attack. That isn't an issue for a Patrol Bomber.
But 3/1 puts it in TBF Avenger range which I see frequently making 5 torp attacks at range 0.
With a torpedo attack line of 3/1 and "Excellent Endurance" I think this would definitely be a 12 pointer. It is almost always going to be paired with a Chikuma and an Emily which would make it a 5/3. That is pretty devastating.
How about this?
Ranged Torpedo Attack - This unit's Torpedo attack has range 1. This unit rolls one less attack die when making Torpedo attacks at range 1.
