Silny has smoke. But I was hoping for a close escort.
Weeds, what about the Dostoynyy or Zhguchiy? Did the Brits just refit that whole class, or just a few. Navyepeida (I know never 100% accurate) lists both with 3 4"
If we are just considering a close escort candidate, the Nezamozhnik is a good option.
Smoke AND Close Escort on the same ship has never been done, and IMO should never be done. It would be an automatic ban in our game club.
Basically these are ASW escorts with more speed than most. I think Sub Hunter is the obvious SA for one. I saw a mention of RAM. If that is appropriate then RAM plus Sub Hunter would be okay combination I guess.
I agree not very exciting, but that is what they were.

The Soviets built a bunch of Type 7 and Type 7u destroyers that are considerably better than an old stripped down Wickes/Clemson class US WWI destroyer. I think we should reconsider our destroyer selection. Why would I want to use this destroyer even with Close Escort?

I agree. With the revised stats, its really not worth using in the Close Escort role.

If you're going to keep it, give it Guard the Convoy for scenario use, and possible Sub-Hunter or Ram or something like that. Convoy Guardian is a possibility. But don't try to turn it into a good fleet unit, it's too much lipstick on a pig. My two cents!
The Soviet Fleet has a good number of units with BAd Weather Fighter yet only have the Silnyi and the G5 MTB that can pop smoke. A second destroyer with Smoke would not hurt the Soviets. The only destroyer in the Soviet Fleet that has SubHunter is the Gromkiy. Therefore my preferred combo would be Smoke and Sub Hunter on the unit and call it a day

I would be okay with that. Both SAs would be useful on a DD that could jump out from the the Forward Naval Base.

Ram - Once per game, during the Sea Movement phase, this unit can make an immediate ASW attack when it enters a sector that contains an enemy Submarine.
Lay Smoke Screen - Instead of attacking during your Surface Attack phase, this unit can make a local smoke screen. A sector containing a smoke screen blocks line of sight. A unit in a smoke screen has concealment. Remove the smoke screen at the end of the next turn.
