I think Raevski's proposed ship looks good; and when you compare it to whats it in the game;; a good fit.

Battery Silencer and Blockade Duty;; really represent her work ; but i think adding something like Flotilla Leader goes a long way in giving her and the small but growing Spanish Navy a little game built usefulness

I say we just go with the current stats and Blockade Duty + Battery Silencer for the SAs. If we find she is lacking we can tweak her later. Not sure about flag 1 though it can go either or for me. I would just do it to bring up the number of Flagships but I dont think its necessary.
I could go either way on flag. This is such a niche ship I don't think it really contributes much to the lack of flagships. But I think it would certainly add a little value to a Spain build.
