If you want to give it a little flavor; Veteran AA;; Ship's been there before. Desperate AA;; Had that one time experience or my Navy needs a little help.
Considering her History during Torch, I do think that a reuse of LIGHT SHIP TACTICS SA could hit the point
LIGHT SHIP TACTICS Once per game, at the beginning of the Surface attack phase, you can declare you're using Light Ship Tactics. If you do, whenever an enemy Ship makes an attack against this unit this turn, roll a die. On a 5 or higher, this unit takes no damage from that attack
I would be okay with Light Ship Tactics plus Desperate AA. A defensive plus and offensive SA. Light Ship Tactics and Tenacity are pretty similar. Either one will do the job IMO.
Or Valiant Stand might be too much. Or use Valiant Stand instead of Desperate AA. Or Valiant Stand plus Desperate AA without a defensive SA.
I really prefer to see only one "once per game" SA on a card. It gets to be too messy on the table-top to track whether or not I have used two different SAs on the same card. We ran into this problem just last week during one of the matches in our tournament. From that perspective, Valiant Stand plus either Desperate AA or Light Ship Tactics/Tenacity would be better IMO.

My very old card for Albatros not withstanding, I was good with the direction this was going. I like the option of Desperate AA for the French. I agree with Weeds, Desperate AA + Valiant Stand might be too much (it would certainly raise the cost, but could it be done fairly?)

I would be just fine with Desperate AA plus Valiant Stand. I was concerned about adding a third SA to the card. It's not like Desperate AA is going to make it a bomber killer on a DD. Hopefully just a little better chance to get an abort against a bomber or strafing fighter.

As I said, I think it is borderline. But our experience during the previous decks is that rounding down is usually the better way to go than rounding up. Round up and you get a unit that sits in the tackle box. Round down and you get a unit that is at least sometimes playable. (We tend to be pretty conservative so rounding down usually - not always - ends up the wiser option.)
Anyway, I agree with waratsea4 that this would be better at a cost of 7. The main technical reason is I don't think the SA "package" is as good as the other three 8 point French DDs. I think it is closer to Leopard in value.
Smoke, sub hunter and Close escort are the "big three" SAs for DDs. The nice thing is when you compare this proposed DD to the other French options they all still have a unique combination and niche. Even Le Hardi and Brestois retain their unique advantages IMO.
