Actually I was thinking Tenacity (survival) combined with Battery Silencer (shore bombardments).
Tenacity: The first time this unit would be destroyed, roll a die. On a 4 or higher, the destruction is prevented and this unit remains in the game with 1 hull point
Battery Silencer: This unit rolls one extra attack die when making Gunnery attacks against Shore Batteries and Installations

Tenacity + Smoke could be pretty nasty, and might obsolete Milan if not costed appropriately. I like the idea of Tenacity + an AA SA better.
Good point on the Milan. Tenacity plus AA seems good to me.

AA VETERAN: Once per game, this unit may reroll one Antiair attack.

Its kind of a toss up in my mind, though I find Desperate AA to be more useful/effective than AA Veteran. Kind of depends on how awesome a unit this should be in a 1-turn AA role.

I prefer Desperate AA too. Who doesn't want 7 dice in their hand over 5? However, this has come up before in the development teams. According to mnnorthstars, AA Veteran with 5 dice is statistically a better option than Desperate AA. So I guess this is a case where intuition fails over math. Even so, I still like Desperate AA better. It "feels" good.
