Scenario Generator - 7.5 update - Now with Fleet Lists!

I've updated the rules section of the Scenario Generator based on the stuff introduced in Set E. I haven't started on the fleet lists yet, but I have a suspicion folks want to get some gaming in over the long weekend.

A changelog of sorts:
Adjusted some year probabilities in the Atlantic.
Added Brazil and Italian submarines to the South Atlantic
Extended most regions of the Med to 1944, to accommodate that one stupid Italian destroyer.
Added Turkish to Eastern Med and Black Sea.
Turkey joining the Axis allows Romanian units to access the Eastern Med, and allows the Italians and some German units to access the Black Sea.
Turkey joining the Allies allows Greece to access the Black Sea (I considered adding the US and UK, but they've got more than enough chances to show up in other places.)
No changes to CBI or PTO
UPDATE: Fleet Lists are finished! You may notice a couple of small changes to Lend-lease aircraft. In the interest of space, I removed aircraft, mostly duplicates. In 99% of scenarios, if you can take the smaller Commonwealth powers you can take the UK as well, so there was no reason for some planes to be listed in both places.
