Whatever makes sense to fill in a gap or two. I consider the minor nations to be "adjuncts" to the Big-7. Trying to make most of them stand-alone navies is a hopeless endeavor IMO. The exception is maybe The Netherlands which is already well taken care of IMO.
I think Australia should get at least one card because we bumped it out of Deck E to make room for Brazil.
There is an argument to be made for including Argentina and Chile, but introducing both in the same deck would chew up 6 to 8 slots to do them any justice.
I don't think any of the minors "need" anything in particular because they are not stand-alone forces anyway. You can't fill in gaps in their lineup because they didn't have any of the units to do that with. So they are "corner shelf" units for the minor nation fans. As such, I don't think they should take a over-large number of the deck slots. (25% max is about right IMO)
I tend to think more unit specific than nation with the minors. For instance, I think it would be cool to have the Norwegian 333 RAF squadron of Mosquito Mk IIs in the game. It gives us another go at a maritime Mosquito and also gives the "Norwegians" an aircraft. It also has half a chance of being a "minor nation" unit that might actually be tournament quality.
A Canadian "Canso" PBY has also been suggested.

New Zealand and Finlamd were both started with 1 card (vainamoinen and leander) there is no necessity chile and argentina could just get thier battleships both as neutral powers.

True, but those countries were associated with larger navies while Argentina and Chile are neutral and basically stand alone. Their only true potential adversary is each other. I would prefer to not take up any card slots at all with them if we can't give them at least a small squadron of ships. It is also unlikely there will be a follow up deck to fill them out. I really do believe this will be the last deck. We have run out of just about anything that would be of interest to tournament players. And that is the core market to me. So I am not personally keen to add new nations as "partials" to this deck. That's just me of course.

I find it difficult to imagine anyone who would want to play historical fleets couldnt do the small amount of research required to find proxies.
If your just playing, ie without historical restrictions, neutrals can be part of either side.
Balancing the ABC is an act of futility anyway. Brazil only gets one bb, argentina would probably get 2 ofvtge same strength and chile gets one thats larger and more powerful, and in better condition than either of the other 2 fleets options

Apart from the 7 base nations which should occupy the bulk of a set:
I would like to see an Australian unit, a ship and PBY/Canso for Canada, a unit for Norway, the Dutch and maybe Poland for 6 slots. I am not sure given this is set F there should be many slots devoted to neutrals, new nations and installations. If you squeeze in two more for other countries you are at 11% of the Deck which is likely doable. That is just my preference.
I think the units selected really create the usefulness or flavour of the set. The set needs to capture remianing capital ships, cover off key unrepresented classes and add some diversity to auxiliaries.
There are have been a number of sets with votes and suggestions that have not made it into the past lists. In addition development teams will have had discussions and nominations we are not party to. Some of those should be revisited and included because they reflect choices that past members have promoted. Not all members are still here or active as people drop off over time but that input can still be utilized to make a set list. So for example if another 6 slots go to “old time favourites” that would not be a bad thing as the audience could be larger then the Forum membership.
