No, because it scales with the power of the unit. ER4 on Scheer is worth about the same as on Prinz Eugen, maybe a smidge more. On Bismarck, obviously it’s got more value.

Great answer, because it is so very, very different on different units. It's a "gut" call (by experienced team members) as to how much power it adds to a unit, and then ... how does it interact with the other SA's that will boost it from other units? How likely are those other boosts? etc.

Yes, Swizzle I did have a particular situation in mind. From what I have observed on the forum, many players feel that some of the cards from the earlier sets are over priced. I was wondering what SA's could be added to bring them up to cost. That's why I brought up the question about SA point cost. Example 1:The Cruiser Myoko currently priced at 24 points. Current SA's Flag 1, Night Fighter and Long-Lance Torpedoes. If we added Torpedo Salvo and Cruiser Hunter would that make her worth the 24 points? Example 2: The Cruiser Graf Spee currently priced at 21 points. current SA Extended Range 4. If we added Cruiser Hunter and Raider would that make her worth the 21 points? Your thoughts on this.
Well ... yes, it is "easy" if a card has room, to add an "SA" to it. The other option is to look at The_Lucky_Y's cards, which are pretty well accepted and used in the online tournaments by most players. He cut the costs. Your version is also possible, the challenge being consensus for use online.
Now, for local play ... you only need your local group to approve.

You also listed 2 cruisers from Set1. The first set has the cost of cruisers off by a bit because they were initially over-valued. They make sense within the confines of Set1, but when Set2 was released, the cost of cruisers was slashed dramatically and Set1 cruisers bear the brunt of it. The cost adjusted a bit more with set3 and stabilized about Set4/5/6 then into the team decks. It is the Set1 cruisers (mostly the heavy ones too) that stand out really poorly - especially the Axis ones: AdmScheer, Myoko, Jintsu, Bolzano and even Tone. On the Allied side only Canberra and arguably Gloire are really miscost. Others might be off by a point or two (Ajax, Sydney, Duca D'Aosta) but thats more forgiveable.
One thing we learned early on in the card development process was "shimming" (as we call it) a card with an additional SA to make it fit a cost generally doesn't go very well. This was commonly suggested early on when we had cards that were "on the bubble" for cost. We tried adding a low value 0.5 point SA to the card to make it fit the rounded up cost. Generally, that 0.5 point SA wasn't consistent with the rest of the card and didn't really enhance the card by the value. We learned by the end of the second deck we were far better off to let the cost "round down" by a half point and not mess with the SA suite that had been crafted to fit that card. It rarely ends up making an under cost card because the teams are so conservative.
I agree with Swizzle that The_Lucky_Y's cards are the go-to for anyone wanting corrected early set WotC cards.
