I have created the updated class limits list to include the new deck. This list has been continuously updated from the original WotC list that covered the six WotC sets. I did the initial updates for the WotC sets V and VI for RB using the WotC file, and he reviewed them and made a few changes based on his way of determining class limits. The class limits for Deck E were determined by Shin as the cards were being made, and I have cross checked them. I have disagreed with one of the class limits and reduced Minas Gerais from a limit of 2 down to a limit of 1. Her sister ship Sao Paulo was considered in too poor condition to refit in the early 30s and was not operational by WWII.
Note that we decided "A-Go Mogami" was a significant conversion (rather than an operational variant) and we made her a class limit of one.

The Minas case is an interesting one. Not only was the sister ship in bad disrepair, but Minas Geraes herself was barely serviceable too. The ship wasn’t approved for sea duty and instead was relegated to harbor defense the same way her even more dilapidated sister was. It really says something about a navy when its flagship can’t leave port.
I understand why, but it’s kind of weird that the class limit for Upgunned Scharnhorst plus the Scharnhorst class is 2 (there were two ships) whereas Floatie Mogami plus the Mogami class is 5 (there were four ships). One could make the argument that Uppie Scharn should be a class of its own, given that it has a different main armament, but I wouldn’t be in favor of that. The Deutsche Papiermarine already has enough help without inventing fleet combinations even it never planned to have.

I really don't want to go there. Let those "outliers" just be a little crazy. It will just get convoluted, and frankly, make no sense if we try to write it all out. People can house rule as they please if they don't like it.
I don't see the issue with Constellation. That was a different hull from Lexington and Saratoga. If we had done Lex or Sara as a battlecruiser then there we would have had the same issue.
There is no perfect way to do it. KISS is the most important to me. I have based a lot of these on RBs decision with HMS Hawkins in particular. When I did the class limits for Set VI I sent him a list of the five ships in the class that were built and their fates so he could make the call on class limits. Hawkins had the least changes and only had her TT removed. One ran aground and foundered (Raleigh) in 1922. One (Cavendish) was converted to an aircraft carrier (Vindictive) then back to training cruiser and then to a repair ship with the name Cavendish again. One was disarmed and rearmed with two fewer main guns (Frobisher.) And Effingham was rearmed with three x triple 6 in turrets and 8 x 4 in DP guns into a much more modernized "light" cruiser. RB decided the class limit should be two for Hawkins and Frobisher. By the start of the war one had sunk, one was a repair ship, and one was substantially rebuilt into a light cruiser. Let left two that were more or less "originals."
So if we ever do Effingham (we should) I can honestly say RB already made the call on that one being a class limit of one.
As for the ships rebuilt during the war and getting two different cards all I can say is the year limit helps some. Overall, these are ships I would rather not have seen put in the game. It is too much detail IMO. But we have what we have.
