1. Flank Speed
For many of you, this probably wasn't your favorite set, but in my opinion it was the best of any. It gave us Intrepid (our first Essex class), Nagato (possibly greatest axis battleship of all time), Soryu (IJN carrier that while fragile packed a punch), a whole new group of great ships for the Soviets, the Kidd (one of the best Fletchers in my opinion), and oodles of other excellent units that both expanding the game in how it was played, and historical units.
2. Surface Action
Another seemingly peculiar choice, but hear me out. Surface Action gave us crucial reprints of units that both needed improvement, and helped new players get big units from the early sets. The Rheinbung Bismarck, Sho-Go Yamato, New Jersey, Nelson, Strasbourg, the F4U-1D Corsair, the Elite A6M2, and the Type 97 were all excellent reprints. It also added new units such as Taiho, Wasp, Eagle, and possibly one of the most interesting, the Heavy Shore Battery.
3. Base Set
Ah, and now we come to many people's favorite. The Base Set managed to squeeze in all of the ships that you could ever want in a W@S set, and it is amazing that RB pulled this off. Units like Yamato, Iowa, Enterprise, Hood, Bismarck, Akagi, Scharnhorst, Vittorio Veneto, and the list keeps going. It does make sense that this set packs so many good units, as RB didn't know there would even be any future sets.
4. Task Force
Task Force comes in so low for me because it is not only incredibly hard to fill out, it also introduced new units that RB never got us reprints of, such as another South Dakota class battleship (could have done Alabama or South Dakota),a New Orleans class heavy cruiser (Quincy, Astoria, or Vincennes), or a Queen Elizabeth class battleship (QE or Valiant). Other than that, it is a great set, just not as good in my opinion as any of the ones above it.
5. Set V/Fleet Command
This is low on the list for many reasons. Firstly, only 39 units. Yes yes, they messed up the scale for the ORP Dragon and it had to taken out, but there wasn't anything they could have substituted it with? Secondly, this set was very hard to fill out, which mostly derived from much less cases being produced as CZ sales had led them to believe this. The USN and IJN make out fine in this set compared to CZ, but the Brits really get screwed over with only ONE rare. Personally, I am not a fan the "fantasy" battleships being done, especially when there were major units that either needed a reprint or hadn't been done. Some of the better units out of this set were Essex, Kaga, Nevada, Quincy, Algerie, Chitose, P-40e, and U-552.
6. Condition Zebra
Yep. I bet almost everyone here predicted this one coming in last. Rightly so, Condition Zebra did in part cause the end of W@S. Too many minor nation ships, one off units, and no great big new units (biggest unit is Lexington, a reprint). That said, the set is still okay, it just doesn't stand against the other ones. Some of the better units out of it are Lexington (an improvemnet over Saratoga in my opinion), West Virginia, Fuso, Chikuma, and Victorious.
