Harwood had theorised about the engagement of a single very powerful adversary with weaker defending cruisers and was thus well prepared to engage the Graf Spee at the Battle of the River Plate.
Later commands were focused on coastal defence and support in north africa, and invasion defence in northern scottish islands.

Chase the Salvoes should not be on a battleship. It doesn’t make sense. You could do it on cruisers and destroyers though.
What about something that is the reverse of Covering Fire?
Strength in Numbers - At the beginning of the Surface Attack step, choose a Ship. If that Ship attacks a different target than the first target it attacked this turn, it gets -1 on each attack die when making a Gunnery attack or rolls one less die when making a Torpedo attack.
Divided Fire: once per turn, select an enemy cruiser or battleship. That enemy ship has -1 on gunnery attacks this turn. The ship you select must be within range 3 of the unit is commander is attached to.
Draw Fire: Once per turn, select an enemy cruiser or battleship within range 3 of the ship this commander is attached to. Until the end of this turn, that ship has -1 on each gunnery die unless it attacks this commanders ship. You must have line of sight to the target to use this ability.

what about using the guard the convoy mechanic for friendly ships when fighting cruisers and battleships(ie graff spee)

What if we did something like this for a guard the convoy style ability.

If you do, that ship must make its next Main Gunnery Attack against the least damaged friendly Cruiser or Battleship** within range. If multiple friendly Ships have the same amount of damage, your opponent may choose which ship to attack.
*This is fun mechanic (getting an attack in before the phase begins) **Battleship could be omitted along historical lines of reasoning, but I included it here for gameplay flexibility.

This made me think though. So don't take this as a rejection of the suggestion. Just a tangential idea
SA NAME: (once per game) if the cruiser this commander is attached to damages an enemy ship that attacked it with a main gunnery attack this turn. You nay remove 1 point of hull damage from the ship the commmander is attached too.
