As for any potential line about operating in UK fleets, I had it in my mind along the lines of what aircraft have when basing on different carrier nationalities etc. Some cards(forget which cards/decks) have similar others, German/IJN twin sub use, a line about lend lease etc. and that's with the respective changed flags on them too.
I just think anybody using this (granted likely scenarios mainly) and in particular if they are not aware of the details of Ohio/Op pedestal etc. are just going to see the US flag and auto think it's for their fleet. In which case it would probably get overlooked for Neosho anyway. A lot of people play nation pure first and foremost and don't always mix.
As for the text side, I don't know who's idea it was to add the flag detail, highlighting the Nabob RCN crewing to that card but it was a nice touch and would add to this too.
This is in for Pedestal and also to give a roundabout boost to UK ships and I think we should maximize on clarifying that.

Quite an unusual set of circumstances, meant this was never going to be straightforward, but progress. At this stage I'm actually more interested in making the 'set up' of it right over the actual gaming functionality of the card! and I was thinking it might just have been easier form the get go if this had been an operation version. 'Operation Pedestal' SS Ohio - 1942 - but hey ho.

Probably where we are going to be on this really, with what trying to do with it. Only time will tell how we've done with this but it is one of them 'pushing the boundary' type cards that could end up being looked back on for good or bad. I would be interested to see how this card looks, just to see it in full set up. Are we going to be doing any opening salvos? Obviously non will be secret picks, but still could be worth doing to have a look before print. Always when the cards really start to take fruition, I feel.

So, i came across the Macoma card and realised that has a tanker ability as well. So i was thinking this could be further tweaked.

FORCIBLY REQUISITIONED: This unit can be included in a UK fleet. If you do, you loose initative on turn 1.
Built for the Texas Company, later known as Texaco in 1940. She is famed for her ardous journey to Malta during operation Pedastal. Having been siezed by Britush authorities, the tanker delivered desperately needed fuel to Malta but never sailed again.
An at sea tanker ability of sorts, was what I was struggling with historically more than anything on this. Down the line hopefully the UK will have it's own fleet tanker like the US and it wouldn't even be needed.
The vital supplies on this latest is better though IMO and if we're still wanting a boost of sorts for slow speed ships(with UK BBs in mind as requested?), what about something similar to Arizona's inspire to victory.
Inspire the fleet - Friendly local or adjacent battleships ignore the Slow ability. - I would still propose this as a OPG ability on any turn of players choosing for flexibility though.
The requisitioned question has appeared again, which certainly helps to give the text to clarify the UK fleet situation, though not sure about the losing of initiative.
This unit is showing why it has been avoided up until now, with the questions and reservations about it's card details way back when, proving true! For it's history, it would have been done a lot sooner otherwise.
The door will be left open for someone to do a card for a UK specific 1942, Op. Pedestal version though. That is where I see it, first and foremost.
A case of not making a hash of this really as is but I can see it getting a better card of sorts at some point.
