Sorry about coming in late on this. But how about giving it the Silnyi's Hit and Run SA. Charging in, firing a few barrages, then steaming away before the enemy could return fire was a Soviet naval doctrine for Destroyers. Might be redundant, but add in HSR for her speed.
Not to quibble, but Tashkent got range 2 torps with 9 tubes, why not the same here with 10?
Hit and run would work well—on turn 2 Erevan skirmishes with enemy DDs but slinks away to range-3 so she can't be shot back, and then has a good chance of having speed three on turn 3

Nothing against this either way just used to seeing flank speed on italian units! Only other thing can think would be HSR for a lesser movement SA with another non movement SA.
