Soviet shipbuilding capability wasn't up to the task of building sisters to the celebrated destroyer Tashkent. A simpler deriviative was planned as project 48 and 3 were laid down in 1939. Nine would be completed. Everan is the second of these, its not worth the headache of doing a russian ship called Kiev.

1. Destroyer Leader, or some other ability to reference her role as a Leader type DD: could also be a New Ability: if you win the initiative, this unit has +1 speed this turn 2. Lay Smoke Screen, so that Zhivuchy is not the only one (but I wouldn't want to to obsolete Zhivuchy, so I am less attached to this second idea)

What about an SA about guard duty? Something like using an extra die on Main gunnery attacks when it finds an enemy ship on the Allie’s side of the map?
Sorry about coming in late on this. But how about giving it the Silnyi's Hit and Run SA. Charging in, firing a few barrages, then steaming away before the enemy could return fire was a Soviet naval doctrine for Destroyers. Might be redundant, but add in HSR for her speed.
Not to quibble, but Tashkent got range 2 torps with 9 tubes, why not the same here with 10?
I was looking at hit and run and it specifies making an attack, but, what about this instead.
MAKING SMOKE: Once per game, at the beginning of this units movement, this unit can make a local smoke screen. If it does,i roll one fewer attack dice on every attack this turn A sector containing a smoke screen blocks line of sight through its sector. A unit in a smoke screen has concealment. Remove the smoke screen at the end of the next turn.
