SEA BASING: This unit can base only in a coast or an island sector on your side of the map. Don't place a Rearming counter on this unit during your Air Return step.
Intruder - At the end of the air placement step, if this is the only friendly aircraft in its sector and a enemy fighter is present roll a die. On 4+ you can move this unit into an adjacent sector.
Flares - If this unit attacks an enemy ship in darkness conditions. Friendly ships have no penalty attacking that ship, this turn.
Even before it predecessor, the E13A had been accepted. The Japanese Navy issued as specification for a replacement. More powerful engines gave enhanced speed over the older type but the need for shipbourne spotters had diminished by it introduction in 1944. One flight was destined for the hybrid carrier battleship Ise but never delivered. They were instead utilised in night intruder missions against allied amphibious beachheads
I like the "Flares" SA, but it needs some editing to conform to WaS style. How about this?
Drop Flares (rev) - While in darkness, if this unit attacks an enemy Ship, friendly Ships ignore darkness attack penalties when attacking that enemy Ship this turn.

So is this card supposed to reflect the use of the Paul as a night intruder?
If so I would give it Night Specialist instead of "Intruder." For a Dive Bomber there isn't a very good chance of not getting aborted on the search check without Night Specialist.
If you really want "Intruder" I think this would be the correct style for the wording. Based on "Combat Air Patrol." But I think Night Specialist would be better.
Intruder - At the end of the air mission phase, if this unit is in the same sector as an enemy Fighter and this unit is the only friendly Aircraft in its sector, roll a die. On a four or higher you may move this unit into an adjacent sector.
Plus with a 5/8/1 armor line on a floatplane I think that is strong enough on defense.
I think flare drop would look/read better for the SA name.
On the text, the sentence the aircraft was equipped...would be better earlier around the tech info as it looks a little out of place and abrupt. Probably after the sentence ending with 1944. The Ise info would lead straight into the history of use then. Also maybe swap the word destined for intended. Obviously mean the same but possibly reads better.
"That's right son, join the navy. Get behind a bloody big gun and knock the hell out of somebody"
"We went out, got our arses kicked, then came back again"
I was just looking at the "Jake" and it is rated a bomb 7 and has the same 250 kg capacity. For 10 points I think this should have bomb 7 as well. Especially since it was outfitted as a dive bomber.
Otherwise it might be able to get through to the target, but it can't inflict much pain.
